The CPSA has shown clearly that it has ignored patient neglect & needless suffering caused by medical doctors. By ignoring this proven abuse of patients, this College has put at risk all future patients who submit complaints to the CPSA concerning treatment by medical doctors.
The top EMPLOYEES of this College, Dr. Trevor Theman (Registrar) and Dr. Karen Mazurek (Assistant Registrar) have refused to address this abuse of Albertans by medical doctors. Albertans await a response from Drs. Theman & Mazurek.

Following is a letter dated Dec. 5/12 from Dr. Karen Mazurek (Assistant Registrar & Complaints Director) of the College of Physicians & Surgeons of Alberta (CPSA) sent to Dr. Douglas
Anderson:
" I acknowledge receipt of your Nov. 28/12 letter and enclosures. I see that the enclosures refer to the College's investigation and management regarding complaint 060421.1.4, a complaint that you lodged against multiple practitioners concerning the care provided to Mrs. Evelyn Anderson. The College's determination was that there was insufficient evidence of unbecoming conduct. From the College's perspective, this matter is concluded and will not be reopened given that it was closed more than five years ago"
Dr. Mazurek is the "Resolver of Investigation Report" for patient complaint file # 060421.1.4
She sent this report after her approval, to Dr. Harvey Woytiuk, the Investigation Chairman & CPSA Councilor who closed this file.
In Dr. Mazurek's letter to Dr. Anderson dated March 7/07 the following is included: "Although you feel that Mrs. Anderson's hardware should have been removed ROUTINELY, both Drs. McMillan and Hunka have stated that this is not the usual practice and that hardware should only be removed if problems develop. The record does not support your allegation that Mrs. Anderson's hardware should have been removed following her surgery in 2006"
The allegation was in fact never made and is a BOLD FACED LIE submitted by Dr. Karen Mazurek. Dr. Mazurek has stated that Dr. Anderson in fact believes that this hardware and similar hardware in the future should be removed ROUTINELY from the joints of all asymptomatic patients by no later than three months!
Drs. John Ritchie (Complaint Investigator), Karen Mazurek (Resolver of Investigation Report) and Harvey Woytiuk (Investigation Chairman who closed this file) - if these three - had followed the policy of CPSA laid out by Ms. S. Baron (Manager - Complaints) "Should additional information or clarification be necessary concerning your documentation, Dr. Ritchie will contact you directly"
(Letter Ms. Barron to Dr. Anderson - Feb. 23/07)
If these three (Drs. Ritchie, Mazurek & Woytiuk) had contacted Dr. D. Anderson directly - this severely flawed and very incompetent report would not have been accepted by any of these three, and patient complaint file # 060421.1.4 would never have been closed until it was truthful and accurate.
Albertans will not accept lies and incompetence from the College of Physicians & Surgeons of Alberta.
DR. TREVOR THEMAN (REGISTRAR) - CPSA
It is unbelievable that Dr. Trevor Theman (Registrar & top employee of this College) refuses to correspond or meet with Dr. D. Anderson to discuss proven wrongdoing in the CPSA!
Dr. Anderson has accused Dr. Theman of the following severe wrongdoing and yet he remains silent! Is he intimidated by others?
1. Refuses to accept proof that the CPSA protects its Medical Doctor Members at the expense of protecting the public.
2. Refuses to investigate proven lies submitted by medical staff employees to justify the closing of Patient Complaint File # 060421.1.4
3. Refuses to acknowledge that the three College Councilors who would have comprised the Appeal Board for Patient Complaint # 06042114 (if an appeal had been requested) had been fully informed on details of the patient history - well before any appeal would have been heard!
4. Insists that Dr. Anderson apply for an appeal if he is dissatisfied.
5. Refuses to acknowledge that the College Investigation of Patient Complaint # 060421/1/4 was severely flawed and showed gross incompetence.
6. The above 1-5 shows that Dr. Trevor Theman is himself incompetent.

The Health Quality Council of Alberta is a fraud, created by the Government of Alberta but lacking the power to make necessary and urgent reforms to the Health Care System of Alberta. This College provided six reasons for closing patient complaint file # 060421.1.4
Unfortunately all six reasons were severely flawed and lies were submItted by the College Medical Staff Employees to justify the closing of this file.
The six reasons for closing this file are detailed as follows:
REASON ONE: " THE RECORD DOES NOT SUPPORT YOUR ALLEGATION THAT
MRS. ANDERSON'S HARDWARE SHOULD HAVE BEEN REMOVED FOLLOWING HER SURGERY IN 2008"
The CPSA Investigation report omitted an essential part of Dr. D. Anderson's submissions which state;
"There is a wide variation in this period of time, but almost never are the rods removed before 3 months. If the joint is "sign & symptom" free, the rods could be left in-situ indefinitely. However, if the joint shows "signs & symptoms" of ill-health, the joint should be fully assessed and if the metal rods are the cause, or contributing to thje cause, they should be removed promptly".
This shows DR. ANDERSON AGREES ENTIRELY WITH DRS. MCMILLAN & HUNKA that the hardware should only be removed if problems develop.
Dr. K. Mazurek in her letter to Dr. Anderson dated Mar. 7/07 is in fact stating that Dr. Anderson believes that this hardware and similar hardware in the future should be removed from the joints of all asymptomatic patients by no later than three months. THIS IS A BOLDFACED LIE.
This is an assault to Dr. Anderson's professional reputation!
REASON TWO: " THE RECORD DOES NOT DOCUMENT THAT MRS. ANDERSON HAD ANY SIGNS OR SYMPTOMS OF CHRONIC INFLAMMATION SUBSEQUENT TO HER SURGERY IN 2008"
The patient's Fax communication to her surgeon Dr. Jim McMillan dated July 8/06 states clearly her history of chronic and acute inflammation.
During meeting of Drs. D. Anderson, J. Cowell & L. Tyrrell on Sept. 30/10, Dr. Lorne Tyrrell (Chair of HQCA) made it clear that the reason hardware changes position over a period of time is due to chronic inflammation.
REASON THREE: " ONCE IT HAD BEEN DETERMINED THAT MRS. ANDERSON'S HARDWARE NEEDED TO BE REMOVED, THIS WAS ACCOMPLISHED IN A TIMELY FASHION".
Dr. Jim McMillan "determined" this on July 4/06. His advice was to wait until sometime in September when he would have surgical time available (despite the fact that the affected joint was actutly inflamed and hardware was about to penetrate the skin!).
The hardware penetrated the skin six days after his advice. This subjected the patient to multiple hazards including intravenous antibiotics and a general anesthetic (patient has heart pace-maker).
THIS HISTORY IS NOT REMOVAL OF HARDWARE IN A TIMELY FASHION.
REASON FOUR: " DR. MCMILLAN'S OFFICE SPOKE TRO MRS. ANDERSON ON
JULY 10/06. SUBSEQUENT TO HAVING RECEIVED COMMUNICATION FROM DR. & MRS. ANDERSON ON JULY 8 & JULY 10.
THE RECORD DOES NOT INDICATE THAT DR. MCMILLAN RESPONDED TO DR. ANDERSON'S FAX OF JULY 10/06 WHICH MRS. ANDERSON ASKED TO BE DESTROYED"
Registered Nurse, E. Anderson sent a Fax communication to her surgeon Dr. J. McMillan on July 8/06 describing her right knee in "crisis mode" with acute inflammation and the threat of hardware penetrating the skin and causing a fistula.
After no response from Dr. J. McMillan, the husband of Registered Nurse E. Anderson, Ophthalmologist Dr. D. Anderson sent a Fax to Dr. LJ. McMillan alerting him to the fact that a serious complication was about to happen in the patient's right knee. Dr. J. McMillan ignored Dr. Anderson's Fax. E. Anderson (RN) objected to her husband's "interference" and asked the staff at Dr. McMillan's office to destroy Dr. Anderson's Fax. She later changed her mind and asked that this
fax be given to Dr. Jim McMillan.
The essential point is - Dr. Jim McMillan did not take immediate action on the imminent emergency
that was detailed to him by Fax communications of E. Anderson (RN) and D. Anderson, MD., FRCS(C)
REASON FIVE: " THE CLINICAL RECORD DOES NOT INDICATE THAT MRS. ANDERSON WAS IN NEED OF FURTHER ANTIBIOTIC THERAPY AT THE TIME OF HER VISIT WITH DR. RUSSELL".
The patient had developed frank protrusion through the skin of one of the pins that had caused a fistula with the oozing of purulent discharge. Dr. Hunka removed the hardware from the right knee on
July 21/06. In his professional judgment, he ordered the I.V. antibiotic, that was started earlier in this day, to be continued for at least a further two weeks to give the patient full protection from any possible postoperative infection.
Why did Dr. Gordon Russell, after a brief inspection of the surgical incision on Aug. 1/06 order the I.V. antibiotic to be discontinued after only two thirds of the therapy that Dr. Hunku had prescribed was in fact administered?
REASON SIX: " DR. CONNICK HAS ACKNOWLEDGED THAT SHE BROKE STERILE TECHNIQUE WITH HER LEFT HAND BUT HAS STATED THAT STERILITY OF HER RIGHT HAND WAS MAINTAINED"
The patient's right knee that was showing discharge from a fistula, was assessed by three medical doctors July 18/06 in the Emergency Dept. of the Miseracordia Hospital. These doctors advised -CONDITION CONSIDERED SERIOUS & URGENT SURGERY REQUIRED IN THE NEXT 72 HOURS.
DR. CAROL CONNICK
Instead of observing that a rod had penetrated the skin below the right knee and applying a sterile dressing, Dr. Connick apparently ignored the advice of the three MD's of July 18.
Dr. Connick chose to pull the exposed rod out of the knee some distance and then re-insert the rod back into the knee, all the time causing considerable patient discomfort. This of course introduced micro-organisms into the knee that were not previously there. This occurred regardless of whether one or both gloved hands were sterile. THE CPSA FAILS TO GRASP THIS ESSENTIAL POINT!
The failure of CPSA to recognize this failure is disturbing.
What did Dr. Connick think she would accomplish by extracting this rod from the knee & reinserting it into the knee prior to ordering I.V. antibiotics and sending the patient to the surgical ward?

CPSA COMMITS CRIME AGAINST ALBERTANS

PROTECTS ITS MEDICAL DOCTOR MEMBERS AT THE EXPENSE OF
PROTECTING ALBERTANS
There has been a shocking failure in self-regulation by the CPSA.
Proof of failure of College Staff Employees and their employers (the Councilors of the CPSA), is shown clearly on the six reasons recorded by the CPSA for closing patient complaint file # 060421.1.4
Each of these reasons was severely flawed and the complete investigation of this complaint showed unbelievable incompetence.
WHO ARE THE PERSONNEL INVOLVED IN THIS EXTREMELY INCOMPETENT INVESTIGATION SHOWING CRIMINAL NEGLIGENCE?
All of the following are guilty of gross incompetence which, if repeated, could endanger patients lives again, and therefore should be considered SPSA CRIMINAL NEGLIGENCE:
Drs: J. Ritchie, K. Mazurek, T. Theman, J. Bell & H. Woytiuk.
Involvement of DR. JOHN RITCHIE (Complaint Investigator)
1. Dr. Ritchie failed to include in the preparation of his Investigation Report important information that Dr. Anderson included in his submissions.
2. Dr. Ritchie failed to contact Dr. Anderson for clarification on any of the materials that Dr. Anderson submitted for this investigation.
Ref: Letter MS. S. Barron - Manager, Complaints - to Dr. Anderson dated Feb. 23/07 - "Should additional information or clarification be necessary concerning your documentation, Dr. Ritchie will contact you directly".
3. The Investigation Report showed numerous errors & omissions that could have been avoided if clarification had been obtained.
Involvement of DR. KAREN MAZUREK (Resolver of Investigation Report)
1. Letter from Ms. S. Barron to Dr. D. Anderson dated Feb. 23/07 - "Upon completion of the review, an Investigation Report will be forwarded to Dr. Karen Mazurek, Assistant Registrar for resolution".
2. Dr. K. Mazurek failed to recognize the errors & omissions in the Investigative Report delivered to her from Dr. J. Ritchie.
3. Dr. K. Mazurek submitted, with the Investigation Report six reasons why Patient Complaint File # 060421.1.4 was closed. Each of these reasons is severely flawed and reason # 1 contains a lie which is an assault to Dr. D. Anderson's professional reputation.
Involvement of DR. HARVEY WOYTIUK (Investigation Chairman-the CPSA Councilor who closed File # 060421.1.4 (Dr. T. Theman concealed the identity of this chairman from Dr. D. Anderson until his letter dated Oct. 10, 2010)
1. Dr. D. Anderson sent a letter to this Investigation Chairman dated Apr. 10/07 which stated in part -
" Conclusion - The above analysis shows clearly that Dr. Anderson did not make the allegations that the College accuses him of making in Reason # 1 for closing File # 060421.1.
Question - From the submissions that I sent to the College, why did the College investigators (and you as Investigation Chairman whose decision it was to close the file), not see clearly that I made no such allegation. Why, if there was any doubt, did the College not contact me for clarification before closing File # 060421.1.4? I require answers to the questions presented in this letter as soon as possible"
(Dr. D. Anderson has yet to receive any communication from Dr. H. Woytiuk).
2. Dr. H. Woytiuk failed to recognize the errors & omissions in the Investigation Report delivered to him from Drs. J. Ritchie & K, Mazurek. Dr. Woytiuk failed to contact Dr. D. Anderson for clarification before closing the file.
Involvement of DR. TREVOR THEMAN (Registrar of CPSA)
1. Dr. D. Anderson has accused the employee pyramid of CPSA of submitting lies to justify the closing of Patient File # 060421.1.4
2. Dr. D. Anderson has asked Dr. T. Theman to investigate these lies and take appropriate action.
3. Dr. T. Theman has not refuted Dr. D. Anderson's accusations & therefore must agree with them.
4. With this accusation, it would be most inappropriate for Dr. D. Anderson to discuss this serious problem with any college employee other than the registrar.
5. Although Dr. D. Anderson requested a meeting with Dr. T. Theman (Registrar) Dr. Theman has refused to meet or have any further correspondence with Dr. Anderson.
6. Dr. T. Theman repeatedly urges Dr. D. Anderson to APPEAL if Dr. Anderson is dissatisfied.
It is most inappropriate for Dr. Theman to insist that Dr. Anderson meet with Dr. Mazurek instead of himself, as Dr. Anderson has accused the senior medical staff of the CPSA of submitting lies.
Dr. Theman is wrong when he states "To involve council directly is inappropriate". Dr. Anderson has tried to involve council to address lies of the College staff.
Dr. Theman insists that the three councilors who form the Appeal Board have no useful knowledge of the case being appealed prior to the appeal. Dr. Theman is wrong as he knows that Dr. Anderson has informed all councilors of the CPSA of all details of this case in three mailings
(Apr. 23/07, May 17/07, Jan. 9/08)
A just hearing of these serious errors committed by CPSA must be conducted by others completely separate from the CPSA and not from within, by three Councilors of the CPSA.
In a letter from Dr. T. Theman to Dr. D. Anderson dated Jan. 25/08 the following appears- " To involve Council directly, and not in its role as an appeal body, is inappropriate. No member has judged your complaint, as no member of Council (except the Investigation Chair) has seen the complaint or any of the associated materials. The Complaints Appeals Committee is made up of three members of Council who would have reviewed the materials of your appeal for the first time.
They would have independently reviewed all the materials in the investigation in hearing your appeal".
In a letter from Dr. D. Anderson to Dr. T. Theman dated Jan. 31/08 the following appears- " In your letter to me dated Jan 25/08 you suggest that I meet with Dr. Mazurek. It would
be most inappropriate for me to meet with Dr. K. Mazurek to discuss my accusations against senior college employees who submitted lies to justify the closing of Patient Complaint File # 060421.1.4
The Council of the CPSA IS INVOLVED with my accusations against the Council and the College staff. I have made the Council involved by the following correspondence:
1. My three letters to all Council Members (Apr. 23/07, May 17/07, Jan. 9/08) in which all details of the patient's history were revealed.
2. Dr. James Bell's letter to me (President of Council) dated Apr. 25/07 in which he states- 'Further communication with me with regards to this issue is not only inappropriate, but it also is putting me in a position of bias at such time an appeal does come before our Council'.
3. My letter to the 'Investigation Chairman' (whose identity the College has concealed from me)
dated Apr. 10/07 and sent in care of Dr. James Bell. This letter outlines in detail how the College allegations against my complaints are completely false.
You state to involve Council directly, and not in its role as an appeal body, is inappropriate. The Council is entrusted to oversee the performance of the College staff (including the Registrar). When the College staff submits lies in a patient complaint investigation (if the Registrar refuses to investigate these lies) it is the Councils responsibility to the public, to take immediate action.
I have not involved the Council in its role as an appeal body (although there are solid grounds for a medical malpractice suit). I have involved the Council in its role to oversee unjust performance by the College staff. My accusations are against the College Staff and College Council.
I welcome a HEARING of my complaints against the CPSA. In order for this hearing to be INDEPENDENT & JUST it must be held before individuals who are completely independent of the College who would judge without bias".
In a letter from Dr. T. Theman to Dr. D. Anderson dated Feb.1/08 the following appears-
"To be clear I will not meet with you. You have rejected a very reasonable offer to meet with
Dr. Mazurek. To clarify further, you do not make the rules. The rules are laid out in legislation, regulation and bylaws of this College. This will be my last correspondence with you".
Involvement of DR. JAMES BELL (President of Council of CPSA)
At the time Patient Complaint File # 060421.1.4 was closed, Dr. James Bell was the President of the Council of the CPSA. Dr. D. Anderson sent three letters to Dr. Bell (Mar. 12/07, Apr. 10/07,
Apr. 16/07) explaining the serious unjust & incompetent performance of the Medical Staff Employees of the CPSA. Unfortunately Dr. Bell ignored these letters.
On April 20/07 Dr. Anderson sent the following Fax Transmission to Dr. J. Bell- " Re: Closure of Patient Complaint File # 060421.1.4 It is important that you & I have a private meeting. Part of the employee pyramid of the CPSA has assaulted the Mandate of the College. I will not stand for this assault & neither should you nor any other member of the Council. I must have a private meeting with you as soon as possible in order to minimize negative public opinion of the Medical Profession and those who 'Guide' the Medical Profession. PLEASE CONTACT ME NOW".
Dr. L. Bell's one & only communication with Dr. D. Anderson was his letter dated Apr. 25/07 which follows- I am in receipt of the correspondence that you sent me with regards to the complaint investigation and the investigation chairman's decision. I am afraid I must agree with Dr. Mazurek's letter that the appropriate channel for you to be taking this is not to me as president, but through the appeal process that is available to you through our complaints department. If you have concerns specifically about Dr. Mazurek's handling of the situation, I would suffest you direct those concerns to the Registrar as Dr. Mazurek is responsible directly to the Registrar and only through the Registrar to Council. Further communication to me with regards to this issue is not only inappropriate, but it also is putting me in a position of bias at such time an appeal does come before our Council".
Dr. Bell had been fully informed of all details on the invovled patient's history in the three letters that Dr. D. Anderson sent to all Councilors. Dr. J. Bell fails to understand that complaints against serious wrongdoing by Medical Staff Employees of CPSA must be addressed directly by Councilors and not screened through employees of the CPSA.

There has been a shocking failure in self-regulation by the CPSA.
Proof of failure of College Staff Employees and their employers (the Councilors of the CPSA), is shown clearly on the six reasons recorded by the CPSA for closing patient complaint file # 060421.1.4
Each of these reasons was severely flawed and the complete investigation of this complaint showed unbelievable incompetence.
WHO ARE THE PERSONNEL INVOLVED IN THIS EXTREMELY INCOMPETENT INVESTIGATION SHOWING CRIMINAL NEGLIGENCE?
All of the following are guilty of gross incompetence which, if repeated, could endanger patients lives again, and therefore should be considered SPSA CRIMINAL NEGLIGENCE:
Drs: J. Ritchie, K. Mazurek, T. Theman, J. Bell & H. Woytiuk.
Involvement of DR. JOHN RITCHIE (Complaint Investigator)
1. Dr. Ritchie failed to include in the preparation of his Investigation Report important information that Dr. Anderson included in his submissions.
2. Dr. Ritchie failed to contact Dr. Anderson for clarification on any of the materials that Dr. Anderson submitted for this investigation.
Ref: Letter MS. S. Barron - Manager, Complaints - to Dr. Anderson dated Feb. 23/07 - "Should additional information or clarification be necessary concerning your documentation, Dr. Ritchie will contact you directly".
3. The Investigation Report showed numerous errors & omissions that could have been avoided if clarification had been obtained.
Involvement of DR. KAREN MAZUREK (Resolver of Investigation Report)
1. Letter from Ms. S. Barron to Dr. D. Anderson dated Feb. 23/07 - "Upon completion of the review, an Investigation Report will be forwarded to Dr. Karen Mazurek, Assistant Registrar for resolution".
2. Dr. K. Mazurek failed to recognize the errors & omissions in the Investigative Report delivered to her from Dr. J. Ritchie.
3. Dr. K. Mazurek submitted, with the Investigation Report six reasons why Patient Complaint File # 060421.1.4 was closed. Each of these reasons is severely flawed and reason # 1 contains a lie which is an assault to Dr. D. Anderson's professional reputation.
Involvement of DR. HARVEY WOYTIUK (Investigation Chairman-the CPSA Councilor who closed File # 060421.1.4 (Dr. T. Theman concealed the identity of this chairman from Dr. D. Anderson until his letter dated Oct. 10, 2010)
1. Dr. D. Anderson sent a letter to this Investigation Chairman dated Apr. 10/07 which stated in part -
" Conclusion - The above analysis shows clearly that Dr. Anderson did not make the allegations that the College accuses him of making in Reason # 1 for closing File # 060421.1.
Question - From the submissions that I sent to the College, why did the College investigators (and you as Investigation Chairman whose decision it was to close the file), not see clearly that I made no such allegation. Why, if there was any doubt, did the College not contact me for clarification before closing File # 060421.1.4? I require answers to the questions presented in this letter as soon as possible"
(Dr. D. Anderson has yet to receive any communication from Dr. H. Woytiuk).
2. Dr. H. Woytiuk failed to recognize the errors & omissions in the Investigation Report delivered to him from Drs. J. Ritchie & K, Mazurek. Dr. Woytiuk failed to contact Dr. D. Anderson for clarification before closing the file.
Involvement of DR. TREVOR THEMAN (Registrar of CPSA)
1. Dr. D. Anderson has accused the employee pyramid of CPSA of submitting lies to justify the closing of Patient File # 060421.1.4
2. Dr. D. Anderson has asked Dr. T. Theman to investigate these lies and take appropriate action.
3. Dr. T. Theman has not refuted Dr. D. Anderson's accusations & therefore must agree with them.
4. With this accusation, it would be most inappropriate for Dr. D. Anderson to discuss this serious problem with any college employee other than the registrar.
5. Although Dr. D. Anderson requested a meeting with Dr. T. Theman (Registrar) Dr. Theman has refused to meet or have any further correspondence with Dr. Anderson.
6. Dr. T. Theman repeatedly urges Dr. D. Anderson to APPEAL if Dr. Anderson is dissatisfied.
It is most inappropriate for Dr. Theman to insist that Dr. Anderson meet with Dr. Mazurek instead of himself, as Dr. Anderson has accused the senior medical staff of the CPSA of submitting lies.
Dr. Theman is wrong when he states "To involve council directly is inappropriate". Dr. Anderson has tried to involve council to address lies of the College staff.
Dr. Theman insists that the three councilors who form the Appeal Board have no useful knowledge of the case being appealed prior to the appeal. Dr. Theman is wrong as he knows that Dr. Anderson has informed all councilors of the CPSA of all details of this case in three mailings
(Apr. 23/07, May 17/07, Jan. 9/08)
A just hearing of these serious errors committed by CPSA must be conducted by others completely separate from the CPSA and not from within, by three Councilors of the CPSA.
In a letter from Dr. T. Theman to Dr. D. Anderson dated Jan. 25/08 the following appears- " To involve Council directly, and not in its role as an appeal body, is inappropriate. No member has judged your complaint, as no member of Council (except the Investigation Chair) has seen the complaint or any of the associated materials. The Complaints Appeals Committee is made up of three members of Council who would have reviewed the materials of your appeal for the first time.
They would have independently reviewed all the materials in the investigation in hearing your appeal".
In a letter from Dr. D. Anderson to Dr. T. Theman dated Jan. 31/08 the following appears- " In your letter to me dated Jan 25/08 you suggest that I meet with Dr. Mazurek. It would
be most inappropriate for me to meet with Dr. K. Mazurek to discuss my accusations against senior college employees who submitted lies to justify the closing of Patient Complaint File # 060421.1.4

On September 4, 2012 Dr. Anthony Fields was appointed by the Government of Alberta to be the new
Chair of Governance of the Health Quality Council of Alberta (HQCA) - replacing Dr. L. Tyrrell.
Dr. A. Fields reviewed the following private documents of Dr. D. Anderson, on loan to him from
September 28 to October 10, 2012:
1. "The Anderson Journal on the Hon. Dave Hancock".
2. "Addendum to the Anderson Journal on the Hon. Dave Hancock".
3. "Albertans Ask Premier Stelmach for Answers"
4. "Anderson - Theman Correspondence Finale".
Dr. Anderson requested that Dr. Fields comment on the abuse that Douglas L. Anderson, MD., FRCS(C) suffered by Health Care Authorities of Alberta, detailed in these documents.
Dr. Fields returned these documents to Dr. Anderson with no comment.
Dr. Fields refuses to comment on MD ABUSE revealed in these documents.
It is mandatory that HQCA investigate all evidence of proven Medical Doctor Abuse by Health Care Authorities in Alberta! As Chair of Governance of HQCA, Dr. Fields has accepted the highest responsibility to protect the health of Albertans. He has failed!
Dr. A. Fields has yet to reply to a Registered Letter dated September 5, 2012 in which Albertans demand that he expose Proven Wrongdoing by Authorities within the Health Care System of Alberta. He has also failed to respond to a copy of Blog Posting dated Sept. 6, 2012 entitled:

" RE- meeting Drs. D. Taylor & D. Anderson - Sept. 20, 2012. The following printed material (enclosed) was delivered to Drs. Daylan Taylor and D.W.C. Johnston (Co-Site Medical Directors, Walter MacKenzie Centre - Edmonton) via their secretary on April 11, 2011 from Douglas L. Anderson, MD., FRCS(C).
1. Edmonton Journal Article - 'Angry MDs demand inquiry--March 17/12'
2. Notice - 'Premier Redford Fails - Abuses Medical Doctors'.
3. Blog Posting March 31, 2012 - 'Premier Redford Faces Voters - April 23, 2012':

Dr. Anderson requested that Drs. Taylor & Johnston review this material and contact Dr. Anderson for a discussion of its contents. On September 20, 2012 Dr. Taylor informed Dr. Anderson that both Dr. Taylor & Dr. Johnston had reviewed this material but neither doctor had contacted Dr. Anderson.
On April 11, 2012 Dr. D. Anderson circulated this material throughout the Walter C. MacKenzie Centre and was warmly received by everyone save one employee who objected and had Dr. Anderson evicted from this facility by security personnel.
On September 20, 2012 the above material was reviewed by Drs. D. Taylor and D. Anderson. Dr. Anderson asked Dr. Taylor for answers to two questions:
1. 'On reviewing this material did Dr. Taylor agree with the evidence that Dr. Anderson has been abused by authorities within the Alberta Health Care System?'
2. 'The Health Quality Council of Alberta reviewed Dr. Anderson's three documents (CEO Dr. J. Cowell &
Chair Dr. L. Tyrrell) -
- 'Ministers of Stelmach Government Refuse to Answer Surgeon's Questions'
- 'The Anderson Journal on the Hon. Dave Hancock'
- Addendum to The Anderson Journal on The Hon. Dave Hancock'
Dr.Cowell's comment by letter was - 'HQCA is NOT IN A POSITION TO COMMENT on these documents'.
On reviewing these three documents, does Dr. D. Taylor find evidence of abuse to Dr. Anderson by authorities within the Alberta Health Care System?
Dr. Anderson requested that Dr. Taylor put in writing his answers to the above two questions. Dr. Taylor refused and said that his answers would be verbal only and insisted that his answers would not be published! Dr. Anderson agreed and
Dr. Taylor gave his verbal answers. Dr. Anderson will publish his answers at an appropriate future date.
This this letter, Dr. Anderson is now presenting these same two questions to Dr. D.W.C. Johnston and requesting his prompt reply by mail.
It would appear that Drs. D. Taylor, C. Cowell & L. Tyrrell are remaining silent because of intimidation from higher authorities in the Health Care System of Alberta. The Culture of intimidation appears to be very much alive!
Albertans await a reply from Dr D.W.C. Johnston. "
Albertans must be informed why Dr. D. Taylor refused to answer in writing, Dr. D. Anderson's questions and will give only a verbal response. Is Dr. Taylor intimidated by other authorities in the Health Care System of Alberta? Albertans await Dr. Taylor's answer!

The only response from the Alberta Government was a letter dated July 9, 2012 from Hon. G. Zwozdesky (Speaker of the Legislative Assembly of Alberta) which stated the following:
"Thank you for providing me with a copy of your letter addressed to the Honourable Stephen Harper regarding Health Care in Alberta specific to patient neglect and needless suffering. Please be assured that I appreciate being made aware of your concerns. As such, I have taken the liberty of forwarding a copy of your letter to me colleague, the Hon. Fred Horne, Minister of Health and Wellness, for his review.
Thank you, once again, Douglas; best wishes with all of your endeavours as well"
It is curious that Hon. Zwozdesky feels it necessary to inform Minister Of Health - Fred Horne, when a Registered Letter was sent to Fred Horne with a copy of the Registered Letter dated July 4, 2012, sent to Prime Minister Harper.
It is very curious that Hon. Fred Horne and Premier Redford have not communicated with

Why am I Disturbed? Unfortunately your Throne Speech is hollow. Words are cheap but it is action that counts. PREMIER REDFORD'S WORDS [The above editorial states this clearly] Open Government & Greater Transparency. PREMIER REDFORD'S ACTION - Premier Redford has had ample opportunity to fulfill her words but has failed. Health Care for Albertans is a prime example.
Douglas L. Anderson, MD., FRCS(C) has exposed serious wrongdoing for many years by the Health Care Authorities in Alberta and has informed Alison Redford of this wrongdoing for a very long time. This time frame is:
1. While she was the Justice Minister in the Stelmach Government.
2. While she was campaigning for the leadership of the PC Party.
3. While she has held the role of Premier of Alberta.
Alison Redford has refused to acknowledge receipt of numerous REGISTERED LETTERS (40+) during this entire period, concerning wrongdoing by health care authorities.

This College has conducted a totally flawed and incompetent investigation, (patient complaint file #060421.1.4) This College has failed to address proven Patient Neglect and Needless Suffering caused by Medical Doctors. This College has even stooped to lying to provide reasons to close a patient file.
2. Health Quality Council of Alberta (HQCA):
CEO - Dr. John Cowell; CHAIR - Dr. L. Tyrrell
The HQCA have willfully ignored numerous Registered Letters and files detailing Patient Neglect and Needless Suffering ignored by CPSA. The HQCA refuses to discuss necessary reforms to address the Investigative Process of Patient Complaints by the CPSA.
These doctors refuse to meet or correspond with Dr. Anderson and refuse to comment on any of his documents showing wrongdoing by Health Care Authorities.

Glen Taylor (Alberta Party): No acknowledgment of receipt of multiple Registered Letters.
Danielle Smith (Wildrose Party of Alberta): No acknowledgment of receipt of multiple Registered Letters.

Who are these workers? Medical Doctors, Registered Nurses and their assistants, Pharmacists, Dentists, Physiotherapists. Optometrists, Ocularists. Audiologists, Chiropractors, Medical Labs, Radiologists and many other groups of health care workers.
These Health Care Workers were given information which included Edmonton Journal Editorial "Angry MD's Demand Inquiry" - Mar. 17/12. This information was circulated throughout the greater Edmonton area and as far south as Red Deer , Alberta.
What was the response from the Health Care Workers?
After circulating material to the hospitals (nursing stations and most departments), medical clinics, pharmacies etc. from Edmonton to Red Deer, Alberta, the response was clear -
