PREMIERS REDFORD & STELMACH  - GROSS  NEGLIGENCE

During the past 5 years, Premiers Redford & Stelmach have been fully informed about serious wrongdoing by Authorities within the Health Care System of Alberta and both premiers have failed to act.
This wrongdoing involved Ministers of the Crown in both the Redford & Stelmach cabinets as well as senior officials of both the Health Quality Council of Alberta (HQCA) and the College of Physicians & Surgeons of Alberta (CPSA).

This wrongdoing is detailed in the following materials:

      (Possessed by the Premiers for several years but hidden from Albertans)

SUMMARY  OF  WRONGDOING

1. There is clear evidence that the CPSA protects its medical doctor members at the expense of protecting the public.
2. There has been a breakdown of self-regulation within the CPSA.
3. The College Council of the CPSA refuses to discipline its errant Staff Employees who are responsible for eroding public protection.
4. The Government of Alberta claims to have "NO AUTHORITY" over the CPSA.
5. The HQCA (CEO-Dr. J. Cowell & Chair-Dr. L. Tyrrell) refuse to correspond with or meet with Dr. D. Anderson to discuss reforms to the Patient Complaint Investigative Process of the CPSA.
Necessary reforms would prevent repetition of proven totally flawed and incompetent investigations conducted by CPSA in the past and reduce the risk of patient neglect and needless suffering in the future.

The following is a copy of Dr. D. Anderson's DOCUMENT ONE (one of three) which Premiers Redford & Stelmach are concealing from Albertans:

' MINISTERS OF STELMACH GOVERNMENT REFUSE TO ANSWER SURGEON'S QUESTIONS '
Two ministers of Health & Wellness in the Stelmach Government along with their deputies have refused to even acknowledge receipt of numerous registered letters concerning Patient Neglect & Needless Suffering, yet alone discuss the serious contents of these letters.  These letters were sent to the following persons from Dr. Douglas L. Anderson (an active Ophthalmic Surgeon in Edmonton for over 30 years before retirement);


        Dave Hancock & deputy Ms. P. Meade
        Ron Liepert & deputy Ms. L. Miller


Unfortunately the former Minister of Justice, Ron Stevens also refused to acknowledge receipt of several registered letters sent to him by Dr. Anderson concerning Patient Neglect & Needless Suffering and did not answer important questions.


Premier Stelmach ignored numerous Registered Letters sent to him by Dr. Anderson concerning the above neglect by his ministers. (Addendum to the Anderson Journal on the Hon. Dave Hancock - Oct./08).


Albertans consider it a basic courtesy to at least acknowledge receipt of important correspondence.


Dr. Anderson presented four important questions to all of the above individuals but no one in the Stelmach Government will address them.  The questions are:
1. Would you please confirm for me my understanding that the Government of Alberta has the ultimate & final responsibility & authority to assuring that all Albertans receive the best possible health care?
2. Why did it take five months of receiving numerous registered letters concerning Patient Neglect & Needless Suffering, before the Dept. of Health & Wellness (Minister Dave Hancock) was stimulated to contact Dr. Anderson?
3. Are the Senior Staff Doctors of the College of Physicians & Surgeons of Alberta and the Medical Doctors serving on the Council of the College, 'Regulated Members' of the College?
4. Why was Ms. P. Meade appointed to HEAD the new Health Super Board after she demonstrated clearly unethical & irresponsible performance while serving as Deputy Minister of Health & Wellness?


This behavior of the Stelmach Government is a blatant affront to democracy.  This appalling behavior demands public exposure and correction'.




This Blog Posting shows that both Premier Redford and Premier Stelmach have shown Gross Negligence by ignoring wrongdoing by Health Care Authorities in Alberta.
IS THIS GROSS NEGLIGENCE ALSO CRIMINAL?
The definition of Criminal Negligence is: " The Reckless Disregard for the Lives or Safety of Other Persons ".
By refusing to discuss & implement reforms to the Patient Complaint Investigative Process of the CPSA, both Premier Redford and Premier Stelmach have shown Criminal Negligence.

Albertans deserve an explanation from both Premier Redford and Premier Stelmach.

OPEN PUBLIC JUDICIAL INQUIRY IS ESSENTIAL


The following Health Care Authorities are guilty of wrongdoing within the Health Care System of Alberta:
PREMIERS OF ALBERTA:  Alison Redford, Ed Stelmach
MINISTERS OF HEALTH: F. Horne, G. Zwozdesky, R. Liepert, D. Hancock
MINISTERS OF JUSTICE: V. Olson, A. Redford, R. Stevens
HEALTH QUALITY COUNCIL OF ALBERTA: Drs. J. Cowell (CEO), L. Tyrrell (Chair)
COLLEGE OF PHYSICIANS & SURGEONS OF ALBERTA:
                 Drs. T. Theman, J. Bell, H. Woytiuk

At no time has any Authority requested a meeting with D. L. Anderson, MD., FRCS(C) to discuss wrongdoing by Authorities in the Health Care System of Alberta.

All of the above Authorities refuse to assess and comment on:
1. Dr. Anderson's Three Documents: -

It is impossible for the Health Quality Council of Alberta HQCA) to conduct an inquiry into itself!  It is impossible for HQCA to conduct an inquiry into the other Authorities listed above!
Premier Alison Redford promised Albertans to call for an OPEN PUBLIC JUDICIAL INQUIRY
on the ills that plague the Health Care System of Alberta.
This OPEN PUBLIC JUDICIAL INQUIRY is essential and must be started now and certainly before
Albertans vote in the upcoming Alberta Provincial Election.

HON. VERLYN OLSON - MINISTER OF JUSTICE
IGNORS REGISTERED LETTERS ON WRONGDOING


Hon. Olson has never made personal contact with Dr. Douglas Anderson, not even acknowledgement of receipt of the recent Registered Letter dated Jan. 11, 2012 which Dr. Anderson sent to him concerning wrongdoing by Health Care Authorities and requesting his personal reply containing his signature.

It would appear that Hon.Olson feels that an ANONYMOUS LETTER sent to Dr. Anderson from his Department of Justice dated December 19, 2011 which DISMISSES DR. ANDERSON, is the proper way to address serious wrongdoing by Authorities within the Health Care System of Alberta.


Albertans are patiently waiting for answers from Hon. V. Olson - ( not a dismissive anonymous  letter from the Department of Justice of Alberta ).
