Premier Rachel Notley, Q.C. is certainly guilty of gross negligence - is it criminal?

DEFINITION OF CRIMINAL NEGLIGENCE

Webster's Dictionary: " Reckless disregard for the lives or safety of other persons".
Has Premier Rachel Notley, Q.C. demonstrated " Reckless disregard for the lives or safety of other persons?".

COLLEGE OF PHYSICIANS & SURGEONS OF ALBERTA (CPSA) - PROVEN FAILURE IN SELF-REGULATION

The CPSA has failed to self-regulate in a manner that assures safety for Albertans.

The CPSA has a record of approving Patient Neglect, Needless Suffering & Risk of Patient Death.
This failure of the CPSA to Self-Regulate in a manner to assure patient safety has been conveyed to Premier Notley by Blogs and emails numerous times since she became premier of Alberta in May 2015.  She has chosen to do nothing except stonewall Surgeon Douglas Anderson.
Albertans are asking - is this not criminal behaviour?

ALBERTANS SEEK CLARIFICATION OF "CRIMINAL NEGLIGENCE"

Albertans await clarification from the Alberta Ministry of Justice and Premier Rachel Notley, Q.C. as to how "Criminal Negligence" is defined in Alberta and as to whether Rachel Notley, Q.C. gross negligence is in fact "criminal".

1. How is "Gross Negligence" defined in Alberta?
2. How is "Criminal Negligence" defined in Alberta?
