                          ALISON REDFORD FAILS TO ADDRESS
                       DEFECTIVE SELF-REGULATION OF CPSA

Douglas L. Anderson, MD., FRCS(C) is the owner of this Blog Site.  Dr. Anderson is a 
retired Eye Surgeon, having conducted his surgery in Edmonton, Alberta  Canada for 
over 30 years before retirement.

BACKGROUND:  Preface to Addendum to Anderson Journal on the Hon. Dave Hancock states -
"Premier Ed Stelmach (Premier of Alberta) and four senior ministers in his cabinet have provided no meaningful response to the 'Anderson Journal on the Hon. Dave Hancock' sent to each of them by Registered Mail on July 16/08.
These five persons are forthwith referred to an 'The Principals' and include the following:
Premier Ed Stelmach - Premier of Alberta.
Hon. Dave Hancock - Past Minister of Health & Wellness & prior to that  Minister of Justice.
Hon. Alison Redford - Current Minister of Justice.
Hon. Ron Stevens - past Minister of Justice.
Hon. Ron Liepert - current Minister of Health & Wellness.


Dr. Anderson has asked each of THE PRINCIPALS, for answers to the following four important questions.  Unfortunately, none of these questions have been answered by any of THE PRINCIPALS. ( The four questions are contained in 
Dr. Anderson's Document # 1 - Blog. Posting Jan. 27/11 - Ministers of Stelmach Government Refuse to Answer Surgeon's Questions).


The College of Physicians & Surgeons of Alberta made serious errors concerning Patient Neglect & Needless Suffering.  It is unrealistic to expect those who made the errors to investigate the errors and discipline themselves.  Albertans expect the Gov. of Alberta to exercise its ultimate and final responsibility and authority to investigate and resolve these errors and take the necessary action to prevent any recurrence.


Except for letters of dismissal of Dr. Anderson by Hon. D. Hancock & Hon. A. Redford, there has been no meaningful communication from the Gov. of Alberta with Dr. Anderson.


Albertans are charging THE GOVERNMENT OF ALBERTA of 'criminal negligence'
(Definition:  Reckless disregard for the life or safety of other persons). ".




HOW DID HON. ALISON REDFORD FAIL?

1. March 19/08:  Dr. Anderson sent the following letter to A. Redford - "Please find enclosed a copy of my letter to Premier Stelmach sent of today's date. I would appreciate your comments on my concerns at your earliest convenience".

2. April 17/08:  A. Redford letter to Dr. Anderson - " Thank you for your letter dated Mar. 19/08 regarding your concerns related to the College of Physicians & Surgeons of Alberta ("College").
In Alberta, physicians are a self-governing profession under the Medical Professions Act, which gives the College authority over disciplinary matters involving physicians. I have no authority to become involved in these matters.  As you are aware, the Medical Profession Act includes an appeal process that permits further review of disciplinary decisions.  I encourage you to consider this option. You may also wish to have your patient seek independent legal advice with respect to other avenues that may be available".
Dr. Anderson's analysis:
Did A. Redford not read Dr. Anderson's letter to D. Hancock dated June 29/07 in which he states- "on the basis of this totally flawed investigation, I have rejected an appeal. I have lost complete confidence in the College.  An Appeal Process would show the same dishonesty that the Investigative Process displayed".
Did A. Redford not read a copy of a letter that Dr. Anderson sent to Premier Ed Stelmach and copied to her dated March 19/08?  This letter to Premier Stelmach shows clearly a breakdown in self-regulation of the CPSA.  The Council of this body refuses to take action against the medical staff that they have hired. The medical staff employees conducted a totally flawed incompetent investigation of patient complaints as well as submitting lies to justify the closing of a patient complaint file. Dr.Anderson will not appeal serious errors of the CPSA staff.  These errors must be resolved by Council. If Council refuses to act, then the Stelmach Government must act.
Alison Redford refuses to confirm or clarify if necessary, the above levels of authority as provided for Albertans by law.

3. July 29/08:  A Redford letter to Dr. Anderson- "Thank you for your letter and attachments dated July 16/08 regarding the CPSA.  As outlined in my correspondence to you dated April 17, 2008 the CPSA has statutory responsibility for disciplinary matters involving physicians.  It would be inappropriate for me to intervene in these matters. The other concerns you have are legal issues.  You may wish to seek the advice of your legal counsel. I am not in a position to assist you further".
Dr. Anderson's Analysis:
Dr. Anderson asks for answers from A. Redford to important questions in his letter of Apr. 23/08 which she fails to answer.  How are errors of the regulators within the CPSA resolved?  Under what circumstances would the Gov. of Alberta oversee or intervene in the affairs of a Self-Regulated Body
(CPSA) to correct errors of the regulators which lead to the detriment of the public (patient neglect & needless suffering).

Alison Redford has made no comment on:

- the bias of the President of Council of CPSA, Dr. James Bell (2007).  Does he sit on the Appeal Board that addresses patient complaints? ( The Registrar of CPSA- Dr. T. Theman, refuses to answer this question).
- Minister of Justice, Hon. R. Stevens (2007) ignoring Dr. Anderson's request for a "Just Hearing"and not even acknowledging receipt of Registered Letters sent to him from Dr. Anderson, concerning this issue.
- Dr. Anderson's 3 documents (blog posting Jan. 27/11) being ignored and Dr. Anderson being stonewalled by the PRINCIPALS in the Stelmach Cabinet.

SUMMARY OF HON. ALISON REDFORD


Recently Alison Redford resigned her position as Minister of Justice in the Stelmach Government to make her bid to lead the PC Party of Alberta and become the next Premier of Alberta. Does she still have the title "Honourable"?  Alison Redford is a lawyer with distinction (QC) who as
Minister of Justice:

1. Refused to acknowledge receipt of Dr. Anderson's three documents or make any comment on the contents therein.
2. Refused to answer four important questions contained in Dr. Anderson's document "Ministers of Stelmach Gov. Refuse to Answer Surgeon's Questions".
3. Refused to answer Dr. Anderson's questions on the breakdown of self-regulation in the College of Physicians & Surgeons of Alberta.
4. Would not accept her responsibility and suggested the problems Dr. Anderson presented to her should be handled by hired private legal counsel.
5. Failed to understand why a breakdown in self-regulation of the CPSA cannot be solved by an appeal of a patient complaint.

ALBERTANS HAVE CHARGED THE PRINCIPALS WITH CRIMINAL NEGLIGENCE.
Alison Redford is one of the PRINCIPALS.
